  32. language daily, covering news of the world.  INEWS provides

  58.    What is an encoded file?  Most electronic mail systems can't
  59. handle binary files.  Binary files are word processor and
  60. spreadsheet data files, and files with a .EXE or .COM extension.

  63. you receive the encoded file(s) through E-mail, you can decode it
  64. to return the file back to its binary form.
